Since it was launched about 18 years ago: the TMA 38 program has not achieved its main goal - strengthening residential buildings against earthquakes. This was recently revealed in the State Comptroller's report, on which a special discussion was conducted in the Knesset yesterday (Tuesday) on the subject of the country's earthquake preparedness Land.

According to the auditor's report that was discussed by the committee, in practice only about 2,852 buildings were strengthened in the whole country, equal to about 3.6% of the buildings that require it - most of them in the areas of demand, while in the peripheral areas closer to the risk of an earthquake only less than one percent (715 buildings) were strengthened. .

The serious meaning: over 4 million Israelis are exposed to the real danger of an earthquake.

A representative of the State Comptroller's Office said at the hearing that: "Strengthening buildings is something that takes time, and it can be said that time is wasted. Canceling the TMA 38 plan without a suitable alternative will not allow us to strengthen buildings and take care of preparing for an earthquake.

According to the data from the report, at the current rate of progress, it will take 48 years to complete the strengthening of all the buildings."

Absurd: 11 apartments per square meter, 24 thousand square meters

Among the cities at risk of an earthquake, according to the Home Front Command mapping, are the cities of Safed, Beit Shan, Tiberias, and Eilat.

According to an analysis conducted by Madeleine for Walla, it appears that there are significantly lower numbers of housing units built using the TMA 38 method in those cities, compared to the demand areas and the center of the country.

Since the TMA 38 program came into effect until the end of 2023, 136 housing units were built in the city of Eilat , in Tiberias there are 419 housing units, and in Kiryat Shmona the figure is only 11 apartments.

This, compared to cities located in the demand areas such as Ramat Hasharon with 3,212 housing units, Herzliya with 6,422 housing units, Ramat Gan with 23,985 apartments, and Petah Tikva with over 16,000 housing units.

In Beit Shan, which is located near the Syrian-African divide, there was not a single project of TMA 38 that was intended, as mentioned, to strengthen buildings against earthquakes, and the same is true in the city of Safed.

Kiryat Shmona: only 11 apartments were strengthened/Reuven Castro

In the Haifa and Kiryat region, the numbers are indeed higher compared to the peripheral areas in the north and south, but are still significantly lower compared to Gush Dan, when in Haifa, within the framework of TMA 38, approximately 11,074 apartments were built, compared to 47,799 apartments in Tel Aviv alone. In the Kiryat cities, such as Kiryat Ata, Kiryat Bialik, and Kiryat Motzkin, 1,162, 1,499 and 1,212 apartments were built respectively. Compared to 8,766 in the city of Holon alone.

Tal Kopel, CEO of Madelan: "Most of the additional apartments following TMA 38 were built in the central cities, and therefore the criticism of the plan that it is Does not protect the areas prone to justified earthquakes.

However, and especially against the background of the Iron Swords War and the fact that the cities of the center have become a target for missiles, it is worth remembering that as a result of the program, approximately 220,000 families received and will continue to receive MMAD for their apartments. Although the purpose of the program was not to protect Israel from missiles but from earthquakes, but in reality We live. There is no doubt that even though TMA 38 misses its original purpose, it is still very important."

"The policy makers did not know how to create a proper set of incentives"

According to attorney Eran Balint, a partner in the real estate department at Sheblat Co.: "First of all, it is important to say that TMA 38 did succeed in promoting and strengthening tens of thousands of apartments throughout the country, and without the program many apartments and many families would not have been protected from earthquakes.

" However, because the policy makers did not know how to create a proper set of incentives for the tenants, local authorities and contractors around the TMA 38 plan, significant gaps arose between the center and the periphery in the implementation of the plan. For example, TMA 38 did not include increased building rights or significant incentives, To encourage entrepreneurs in the field to carry out projects in areas far from the center of the country and the areas of demand." "

Furthermore, quite a few local authorities have expressed opposition to carrying out projects in their territory, in the absence of appropriate development and infrastructure or in the absence of support for the establishment of infrastructure.

In addition, significant errors were made with apartment and lot owners, when over the past few years the planning administration decided to change the relatively efficient mechanism that existed within the TMA 38/2 plan, and tenants were required to allocate public spaces within the projects, which is not acceptable to apartment owners in many existing buildings As a result, many projects are not realized."
