In the "geopolitical and economic scenario aggravated by new uncertainties", "the

management of economic policy is faced with new challenges", both in terms of the real economy and public finances.

The President of the Court of Auditors Guido Carlino said this, indicating the need to "guarantee a process of rebalancing the accounts and a gradual reduction of the debt-to-GDP ratio": "Measures are needed which, in responding to the needs of families and businesses , ensure an orderly and progressive reconfiguration of the dynamics of income and expenditure within a framework compatible with the sustainability of the high debt".

Precisely the sustainability of the debt, Carlino underlined in his report at the inauguration of the judicial year of the Court of Auditors, "is a prerequisite for a more consistent and lasting economic development, as well as fair, inclusive and attentive to future generations".

To "guarantee growth and reduce disparities, a stimulus to development and territorial cohesion will be offered by the full implementation of the National Recovery and Resilience Plan (Pnrr), as well as by the implementation of projects financed by national and Euro-unitary funds, in a context in which public policies must satisfy the current needs of citizens and correspond to emerging ones, connected to constant technological evolution and environmental and climate changes", he added.

"The outlined system of guarantees, together with the regulatory perimeter of the psychological element, would seem to make it unnecessary to further extend the so-called 'tax shield' (aimed at excluding active conduct from the scope of application of gross negligence), introduced exceptionally in the pandemic period to remedy the 'fear of signing'".

The president of the Court of Auditors Guido Carlino said this, defining as "appreciable" the rules in the Public Contracts Code and in Legislative Decree 149 of 2022, which provide for "a more precise definition of serious negligence".
