In the "geopolitical and economic scenario aggravated by new uncertainties", "the management of economic policy is faced with new challenges", both in terms of the real economy and public finances.
The president of the Court of Auditors, Guido Carlino, said this, indicating the need to "guarantee a process of rebalancing the accounts and a gradual reduction of the debt-to-GDP ratio": "Measures are needed which, in responding to the needs of families and businesses, ensure a 'orderly and progressive reconstitution of the dynamics of income and expenditure within a framework compatible with the sustainability of the high debt".
Carlino then returned to the issue of the revenue shield.
"The outlined system of guarantees, together with the regulatory perimeter of the psychological element - he said - would seem to make it unnecessary to further extend the so-called 'tax shield' (aimed at excluding active conduct from the scope of application of gross negligence), introduced via exceptional in the pandemic period to remedy the 'fear of signing'".
The president of the Court of Auditors defined the rules in the Public Contracts Code and in Legislative Decree 149 of 2022 as "appreciable", which provide for "a more precise definition of gross negligence".
