The president of the Court of Auditors, Guido Carlino, said this, indicating the need to "guarantee a process of rebalancing the accounts and a gradual reduction in the debt-to-GDP ratio": "Measures are needed which, in responding to the needs of families and companies, ensure an orderly and progressive reconfiguration of the dynamics of revenues and expenses within a framework compatible with the sustainability of the high debt".


    Carlino then returned to the issue of the tax shield.

"The outlined system of guarantees, together with the regulatory perimeter of the psychological element - he said - would seem to make the further extension of the so-called 'tax shield' unnecessary (aimed at excluding active conduct from the scope of application of gross negligence), introduced exceptionally during the pandemic period to remedy the 'signature fear'".

The president of the Court of Auditors defined as "appreciable" the rules in the Public Contracts Code and in Legislative Decree 149 of 2022, which provide for "a more precise definition of gross negligence".
