In the first phase, what has been defined will be marketed As a "pilot", commercial, residential and employment areas in the Modi'in Merkaz train station complex. After the signing, a joint tender committee for Israel Railways and RMI will be convened, and marketing of the tender will begin.

To this end, RMI will publish entrepreneur tenders, the winners of which will benefit from a lease period significantly extended to 98 years, with an option for an additional 98 years (instead of 25 years) for an area of ​​approximately 27,000 square meters that will be used for commerce, employment, rental housing, and more .

Development and marketing of the Modi'in Merkaz train complex will serve as a model for advanced and multi-use development that includes commercial, employment and housing for rent in one complex connected to a high-passenger public transportation center.

The innovative plan to promote the establishment of commercial, employment and residential complexes in the areas of the railway stations is the result of in-depth professional work carried out by joint steering teams of the railway and RMI.
