The examination of the Milleproroghe decree begins in the Chamber of Deputies.

The speakers Paolo Emilio Russo (FI), Alessandro Colucci (Nm), Angelo Rossi (FdI) are illustrating the provision.

The request for a vote of confidence from the government is awaited.

In this case, the final vote on the text would be postponed to Tuesday.

Tax shield in the PA, clash with the Court of Auditors.

The Milleproroghe passes into chaos.

Doctors in the ward up to 72 years of age

Also throughout 2024, public administrators will be relieved of accounting responsibilities in the event of gross negligence.

The tax shield will protect them, extended for another six months, as the majority and government wanted - in the Pnrr key - by inserting in the Milleproroghe decree a modification criticized up to the last by the Court of Auditors.

The extension of this extraordinary measure, introduced during the pandemic, is "contradictory and unjustified" for the Association of Magistrates of the Court of Auditors, because "despite the end of the emergency period, it would have the effect of stabilizing the exclusion of prosecution of seriously negligent commission conduct, exposing the country to the serious risk of waste of public money, opaque management of public contracts and the spread of malfeasance".

It is not the only shield in the text, released at the end of a rather chaotic examination - even with a night session - by the Budget and Constitutional Affairs commissions of the Chamber and now expected in the Chamber, where the government will place its vote of confidence.

The criminal shield for doctors, introduced with the Covid emergency, is extended for the whole of 2024: it limits the punishment for those who negligently cause death or personal injury "to cases of serious negligence only" in situations of serious staff shortage healthcare".

To fill the gaps in the ward and meet the training and tutoring needs of new hires, an FdI amendment also gives doctors the opportunity to work up to the age of 72, going beyond retirement age or returning to service from retirement, but only until the end of 2025. Among the limits, also the ban on maintaining or assuming top management positions.

The amendment on the cut in agricultural income tax passes, accompanied by another which postpones the obligation to insure tractors if they do not go on the road by six months, until June 30th.

After the compromise on the agriculture chapter, there remain fibrillations in the majority on other fronts.

The government gave an opinion against the League's proposal to postpone the spending review for the Ponte sull'Sretto company until 2027, effectively forcing the withdrawal of the amendment which would not have displeased Matteo Salvini.

That hypothesis had immediately brought out technical problems in the meticulous filtering of the modification proposals, which is essential for carrying through a complex and varied provision such as the Milleproroghe without incurring subsequent accidents.

A complex job in which there would have been no lack of dialogue with the Quirinale offices.

The League instead obtains a six-month extension, until December 31, of the suspension of fines for those who have violated the Covid vaccination obligation.

The vote on the amendment proposed by Alberto Bagnai produces strong tensions, with a close confrontation between Igor Iezzi (Lega) and Leonardo Donno (M5s) which leads to the suspension of the session.

Some embarrassment also in the center-right.

One of the Milleproroghe speakers, Paolo Emilio Russo, of FI, does not participate in the vote, just before midnight.

Others say yes half-heartedly.

The work continued until 4 in the morning.

"A nocturnal souk", bitterly notes Luigi Marattin (IV), with "creative rules" such as "the possibility for Calabrian municipalities to hire the unemployed on the move for 18-hour jobs per week".

The M5s abandons in protest: "None of our proposals pass".

The final green light arrived in the early afternoon, with minister Luca Ciriani "satisfied because it was a very demanding job with important results".

The provision reopens the terms of the quater scrapping once again: the first two expired installments can be paid by 15 March 2024.

Some other flagship measures of the League enter, the extension of the taser experimentation even in small municipalities, the extension of funds to support port workers.

One million euros comes from the Ministry of University and Research to Ebri, the European Institute for Brain Research founded by Rita Levi Montalcini.

Forza Italia claims the pressure that leads to postponing the VAT regime for the third sector until 2025.

A solution supported by all parties, like the 10 million for 2024 to the Eating Disorders Fund.

The Democratic Party also obtains an increase of 2 million for 2024 in the allocation for the psychologist bonus.

Then comes 18 million more for mortgages on first homes for those under 36. And Avs secures contributions for Radio Radicale and cooperative newspapers, such as Il Manifesto.
