It contains demands and threats for the tenants.
These are unlikely to be compatible with tenancy law.

After all, complaints can be made anonymously.
Most recently, a beer crate crime took place in a quiet residential area - a resident threatened to file a complaint.
Now an incendiary letter from a landlady is causing a stir on the Reddit platform.
The author even threatens to quit.
The content causes a mix of ironic, amused and horrified reactions.
Rent increase, bizarre rules and termination - letter from landlady to residents
According to the letter, the landlord is introducing new rules due to “massive circumstances”.
And they have it all.
Three central points are listed in the letter.
It is literally written there:
“From now on, hawking in and out/constant visits from strangers must be avoided.”
“The stairwell may no longer be entered after 10 p.m. (only in emergencies such as fire or danger).”
“Smoking is now prohibited in all residential units. To do this, please leave the property!”
In addition to two other demands, the landlord also announced a rent increase that is effective immediately – “by at least 110 euros” for all residents.
The background is the work that the tenants would do for her.
Last but not least, the landlord threatens to terminate the contract in the event of “violations”.
It remains unclear whether the letter arrived at the tenants as a letter or as a notice in the stairwell.
Reddit user horrified by letter from landlady – “More absurd with every sentence”
The landlady's words are causing quite a stir on the social platform Reddit.
Within a few days, the post received more than 500 comments (as of February 22nd).
Both the astonishment and the horror about the letter are obviously great.
“Wow, this entire letter is an invitation for lots of pen pals with the lawyers of the respective tenants,” reacted one user.
“It became more absurd with every sentence,” commented another.
“If I were a tenant, I would be tempted to do all of the things mentioned.
And then let’s see what a court says about such methods,” he continued.

“I'm just thinking about how to make the good woman's life as miserable as possible.” There doesn't seem to be any understanding for the landlady.
Given the combination of demands and threats, that's not really surprising.
Tenancy law speaks against the landlord - there are clear regulations for rent increases
The entire contents of the letter would probably be difficult to reconcile with tenancy law.
The smoking ban could be enforced - but not with just such a letter.
For example, ERGO Insurance informs: “A smoking ban can be agreed upon individually when the rental agreement is concluded.
A pre-formulated clause in the rental agreement is not enough.”
A rent increase in the current tenancy is regulated by Sections 557ff.
in the Civil Code (BGB).
Whether the rent can be increased depends on various factors.
As Tenant Protection Berlin writes, there are the following options:
An agreement to increase the rent
Specify a future change as a graduated or index rent (§§ 557 a, 557 b BGB).
The rent increase to the local comparison rent (rent index) (§ 558 BGB)
The rent increase in the event of modernization (§ 559 BGB)
The rent increase in the event of changes in operating costs (§ 560 BGB).
None of this is likely to be the case in this specific case, which rather suggests arbitrariness.
Meanwhile, a note in a supermarket amused the internet.
There was a note stuck next to an escalator with the words “No way down.”
