The points-based license for safety at work will arrive from 1 October 2024.
The draft of the Pnrr decree provides for this.
Companies and self-employed workers who operate on temporary or mobile construction sites are required to have a license.
The license is issued by the National Labor Inspectorate after registration with the chamber of commerce;
the fulfillment by the employer and workers of training obligations;
possession of the Durc, the Risk Assessment Document and the Single Tax Regularity Document.
The license starts from thirty credits and allows you to operate with an endowment equal to or greater than 15 credits.
With the new Pnrr decree comes a crackdown on the implementers of the Plan, generally administrations, local authorities or companies owning public services.
Article 2 of the draft provides that the government can activate the replacement powers in the event that, after verification of the respective mission units, there is a misalignment between the intervention timetables and the data communicated by the entities to the Regis IT system.
Furthermore, if the EU Commission verifies "the failure or incomplete achievement of the objectives", the central administration in charge of the intervention is obliged to return the amounts received, activating the corresponding recovery actions against the implementing entities".
An ad hoc Commissioner also arrives to achieve the Pnrr's objective of 60,000 beds for students by June 2026. This is foreseen in the draft decree arriving in the Council of Ministers.
The coordination figure, intended to integrate the skills of the ministry which by its nature is not specialized in housing, will be appointed on the proposal of the Minister of the University and will operate within the Mur itself.
For the construction of university residences, collaboration with the State Property Agency will be strengthened.
State universities and research bodies will be able to request support from the Agency's Structure for the Design of Public Goods and Buildings as a contracting authority.
For university housing, the range of implementing bodies of the measure is expected to be expanded, including public ones.
There is also the possibility of recognizing a contribution in the form of a tax credit to the owners of the properties.
