The American initiative is part of the memorandum requested by Biden and published on 8 February.

Although the document is not directed specifically at Israel, the policies it envisages reflect the fears expressed by US Democratic senators about Israel's campaign in Gaza.

If the required assurances are not given by the deadline, arms transfers to the country will be suspended.


    The national security memorandum published on February 8 states that before supplying American weapons, the country to which they are destined must offer "credible written assurances" that the weapons will be used in compliance with international humanitarian law.

The document also highlights that a country that uses American weapons in conflict areas must provide "credible written assurances" that it will "facilitate, and will not arbitrarily deny, directly or indirectly limit deliveries of American humanitarian assistance."

Countries engaged in conflict, the memorandum adds, have 45 days from the day of issuance of the memorandum to provide written assurances.

The draft letter with the assurances was delivered to Israel on Tuesday and must be signed by mid-March in order to be certified by Secretary of State Antony Blinken by the end of the month.

Similar letters have been delivered in recent days to other countries that use American weapons.

A White House National Security Council spokeswoman told Axios that Israel has indicated it will be able to provide the assurances.

The spokesperson then explained that the memorandum "does not impose new standards for military aid but instead offers a transparent structure for obtaining assurances that standards that already exist are met."
