There were 85 votes in favour, 37 against and 20 abstentions.


    According to the rules introduced by the provision on youth agricultural entrepreneurship, the owner must be an agricultural entrepreneur over the age of eighteen and under the age of forty-one.

As explained by the speaker, Giorgio Bergesio (Lega), "a fund is envisaged to encourage the first settlement of young people, established in the estimate of the Ministry of Agriculture, Food Sovereignty with an endowment of 15 million euros per starting from 2024, also intended to co-finance measures of a regional nature or of the autonomous provinces to encourage the first settlement of young people in the agricultural sector".

The resources are designed to facilitate the purchase of land, structures for starting agricultural activities, to increase business efficiency and introduce innovations throughout the entire product cultivation chain.


    Among the tax breaks introduced, in the case of the first establishment of youth businesses, Bergesio explains, "the payment of a substitute tax determined by applying the rate of 12.5 percent to the tax base, made up of the business income produced in tax period".


    The tax relief is recognized on the condition that the youth enterprises have not carried out any other agricultural activity in the previous three years.

For the purchase of agricultural land and related appurtenances, "a consideration of no more than 200,000 euros is expected, on the compensation for the notary activity, determined in the amount envisaged by the current notary table, reduced by half".

It is possible to have a tax credit for the expenses incurred for participation in training courses equal to 80 percent, for a maximum amount of 2,500 euros.

Finally, a national observatory for entrepreneurship and youth work in agriculture will be established at the Ministry of Agriculture and Food Sovereignty.
