Vladimir Putin personally bears criminal and political responsibility for the death of his strongest opponent: Alexei Navalny.
The European Chamber says so in a resolution approved with 506 votes in favour, 9 against and 32 abstentions.
The Russian people, however, should not be confused with the "warmongering, autocratic and kleptocratic regime of the Kremlin", the text explains.
MEPs call on Member States to step up their efforts to find possible ways to free those suffering from detention and repression, including the option of possible prisoner exchanges.
