In general, the local public administrations with the most female managers are those in Abruzzo (48%). Followed by Molise and Valle d'Aosta (47%), Emilia Romagna (46%), Calabria, Campania and Liguria (45%)

This is highlighted by research conducted by the Local Authorities Study Center, based on the processing of data deriving from the latest annual account of the State General Accounting Office (referring to 2021).

An imbalance that seems to have settled over time and which has not undergone significant changes in the five-year period 2016-2021.


    Even then, although 53% of local authority employees were female (3% less than those surveyed in 2021), managers were men in 60% of cases.

To find a trace of trend change, we need to move the clock back another 5 years when, in 2011, compared to a 53% female workforce, women in leadership positions were only 38% of total, 3% less than the last survey.


    The only regions going against the trend are Abruzzo, Calabria, Campania and Molise.

Although even in these cases female managers represent a minority, their percentage is still higher than the starting percentage of women among the total employees.

The most emblematic case is that of Calabria where employees of local authorities make up 33% of the total and managers represent 45% of the total.


    In general, the local public administrations with the most female managers are those in Abruzzo (48%).

Followed by Molise and Valle d'Aosta (47%), Emilia Romagna (46%), Calabria, Campania and Liguria (45%), Friuli Venezia Giulia, Lazio and Lombardy (43%), Trentino Alto Adige and Sardinia (42%) , Basilicata and Piedmont (41%), Umbria (40%) and Puglia (39%).

The Marche and Tuscany (38%) and Sicily and Veneto close the circle, where top roles are the prerogative of women in only 35% of cases, although in both regions more than 60% of employees are women.
