Overall, the changes to the tax and benefit system introduced during 2023 slightly increase the fairness of the distribution of disposable income.
Istat states this in a report on the redistribution of income in Italy.
"Inequality, assessed through the Gini index, writes the Institute, goes from 31.9% to 31.7%. The effect on the risk of poverty is more marked, which decreases by more than one percentage point, from 20% at 18.8%.
One million families in 2023 with fewer benefits from citizenship income
There are approximately one million families experiencing a decrease or cancellation of Citizenship Income/Pension in 2023 compared to 2022.
Istat reports this, explaining that "the reduction is attributable to the improvement in income levels and the decrease both in the months of use (due to the partial modification of the criteria) and in the rate of participation of families in the measure. The loss amounts on average at 1,663 euros approximately 138 euros per month) and concerns almost exclusively families who are in the poorest fifth of the income distribution.
