"The abolition of abuse of office leaves gaps in protection and eliminates the sanction when the public official operates in conflict of interests and in a non-impartial manner. If such facts occur in the use of Pnrr funds, in addition to the economic damage, has increased reputational damage, linked to the fact that their use is understandably observed carefully by all the countries of the European Union".
This was said by the president of Anac, Giuseppe Busia, in the Chamber Budget Committee, as part of the examination of the legislative decree on the Pnrr.
"For the Pnrr - he added - we are now entering the most delicate and complex phase. After the completion of the tenders, work will begin: extreme attention is needed. Attention to the risk of fraud is good, with the expansion of the specific committee through the inclusion also of Anac. It would be useful to integrate the strategy with the use of the various tools that the Authority has at its disposal, from high surveillance protocols to its databases. With regard to the prevention of conflicts of interest, we ask to strengthen the single Transparency Platform made available to the administrations on the part of Anac, which reduces burdens for public bodies, produces economies of scale, provides greater control tools and encourages collaboration between administrations. Unfortunately we are witnessing an escape from the Procurement Code, widening the loopholes with respect to the legislation and proceeding with extensive use of commissioners".
