The directive, the subject of complex negotiations between member countries and community institutions, was approved with 370 votes in favour, 199 against and 46 abstentions.

At the moment of approval, Lega MEP Angelo Ciocca staged a protest with a referee's whistle, the sound of which ricocheted around the Chamber for several seconds.
