Thousands of new apartments in the heart of the demand area:

The District Court in Tel Aviv today (Monday) approved a first settlement agreement of its kind between the "Adam Teva and Din" association and the state regarding the construction plans in Tel Hashomer.

The agreement paves the way for the continued evacuation of the Tel Hashomer base, and promotion of the marketing of thousands of housing units in the center of the country, while clearly stating that the validity of the plans approved in 2016 continues to apply.

According to the agreement, the state undertakes to take a series of precedent measures to ensure that there will be no harm to the general public due to the contamination of the soil and water at the site.

In addition, the state has committed to transparency with the public on the issue of pollution, so that for the first time a website will be established that will gather all the material on the issue of pollution in Tel Hashomer, and which will be constantly updated.

The plans that are the subject of the petition are two preferred plans for housing in the Tel Hashomer area, the implementation of which has already begun in practice.

As mentioned, these are plans that together constitute the central pillar for the development of a new residential district with the scope of approximately 11,000 new housing units in the Ono Valley and are part of a broad national movement to relocate IDF bases from the center of the country in accordance with the government's decisions, while investing many resources and providing a housing solution for thousands of housing units News in the heart of the demand area.

9,500 apartments on about 1,360 dunams

Tamal 1001 "Tel HaShomer Center" covers an area of approximately 1,360 dunams, within the Or Yehuda, Kiryat Ono and Ramat Gan municipalities, and includes, among other things, the construction of approximately 9,500 housing units, employment and commercial areas to the extent of approximately 440 thousand square meters R, public buildings and institutions, extensive open spaces, infrastructures and more.

Tamal 1002 "Tel Hashomer North" covers an area of approximately 218 dunams, east of the Sheba Hospital within the jurisdiction of Ramat Gan, and includes approximately 2,000 additional housing units, a neighborhood park, public spaces, and more. The

plans allowed for the laying of the mechanical infrastructure. These are significant infrastructures that are essential at the regional level for the entire Ono Valley area. Examples of these infrastructures are the construction of a main collection line for the sewage out of the Tel Hashomer camp intended for evacuation, the development of significant drainage systems, the construction of a regional water line, the construction and burial of power lines, and more. In the significant development activities that have already been carried out in the field, over 606 million shekels have already been invested in relation to the two programs and their contribution is significant to the entire area and to the public interest.

"The agreement is a milestone in the conduct of the state in dealing with pollution"

Adam Teva and Din's petition mainly dealt with the treatment of soil contamination that was discovered in the area of the military camp as a result of the military activity that took place there in the past.

Over the years, soil tests were carried out in the area, some during the statutory promotion stages and even before it, and some after the plans were approved and before the construction works were carried out.

It is important to note that in any case, building permits were granted only after verification and approval by the Ministry of Environmental Protection that the place is clean and meets the normal threshold values and that no further treatment of the land is required.

Attorney Amit Bracha, CEO of Adam Teva and Din: "We are the only organization in Israel that has been fighting for years the irresponsible promotion of construction on contaminated land while ignoring public health, such as the construction that the Supreme Court halted in Aflonia due to the soil contamination there. This agreement should be a cornerstone A way in the conduct of the state in dealing with pollution and transparency with the public."

The professional support for the promotion of the arrangement was provided by Roni Brill, an expert in environmental risks.

Roni Brill, an environmental consultant specializing in environmental risks: "Today, potential buyers of apartments, in private projects as well as in state projects, need to look for information in a large number of non-websites where, at best, partial information can be found that usually requires an examination by a professional in order to understand. I hope that the Tel Hashomer agreement is the first step towards opening the information to the public, with information that is as current as possible, revealing the actual situation and beginning to take relatively simple and inexpensive measures to ensure the health and well-being of future buyers, in defense/military complexes and in general."

In many countries, the state usually funds experts for the public who are at decision-making centers throughout the restoration of contaminated sites, in order to create real public participation.

We are still far from this situation, but the integration of an expert on behalf of ATAD along with the accompanying team is an important first step. At the same time, I hope that in the near future the stages of surveying the soil/groundwater and restoration will precede the stages of planning and construction, especially in residences, and that buyers will be able to sleep Quietly knowing that the land on which their house stands, and its surroundings, are clean and safe."
