The European Commission will present the new legislative proposal on Friday to simplify some rules of the Common Agricultural Policy (CAP), in response to farmers' protests and in time for the summit of EU leaders on 21 and 22 March.
The package, it is understood, could expand the flexibility already granted on the obligations under the CAP for fallow land and crop rotation to obtain EU funds, ensuring that there are no sanctions for farmers who do not comply this year environmental or climate standards.
At the last Agriculture Council on 26 February, EU ministers asked Brussels to present further medium and long-term measures, going so far as to invoke the revision of the new CAP approved in 2021 and which entered into force in January 2023. The majority of EU governments , including Italy, asks in particular to pause - or abolish - some principles of the green architecture of the CAP, a process of simplification of strategic plans, an increase in the minimum contribution that governments can grant to their farmers in terms of state aid and mirror clauses in trade agreements such as Mercosur to protect European production.
