French Prime Minister Gabriel Attal announced in the evening that he was "raising" the Vigipirate plan to its highest level: "emergency attacks", following the attack on Moscow claimed by ISIS.
"Faced with the claim of the attack by the Islamic State and the threats that weigh on our country, we have decided to bring Vigipirate to its highest level: emergency attacks", Attal specified after the defense council held at the Elysée.
In January the Vigipirate plan was downgraded to level 2 ("enhanced security - risk of attack").
