Also from 2026, the magistrates out of office will be reduced to 180, Justice Minister Carlo Nordio said in a press conference, branding those on psycho-aptitude tests as "sterile controversies".

MINORS IN FOSTER CARE
The Council of Ministers also approved the national register for the foster care of minors

Until now, the law for children in foster care provided for the obligation of public or private care institutions and family-type communities to transmit every six months to the Public Prosecutor, at the local juvenile court, the list of all minors placed with the indication of the place of residence of the parents, the relationships with the family and the psychophysical conditions of the minor himself.
The public prosecutor then sent an information report every six months and could carry out inspections in the institutions to ascertain the possible state of abandonment of minors.
With the new provisions on the protection of minors in foster care,
signed by the Ministers for the Family Eugenia Roccella and Justice Carlo Nordio
, approved today by the Council of Ministers, a Register and an Observatory will be established at the Department for Family Policies national and furthermore there will be a register in every Court, both for minors and ordinary ones.
THE BARI CASE

No government invasion
"When both Chambers send you certain observations it is almost the government's duty to adapt. Unfortunately in recent days we have witnessed a controversy which I regret as a magistrate, such as when the competition for only honorary judges was criticized without reading the draft of a text still in progress. They are sterile controversies, empty polemical abstractions, no one has ever thought of introducing periodic evaluations of the aptitude and psyche of magistrates".

"On the tests there is no invasion of the field by the government
towards the judiciary. There is no interference by the government. There is no vulnus no lèse majesté", claimed Nordio.
The CSM will appoint the university professors in psychological subjects
- on the recommendation of the National University Council, an independent body of the university - who will constitute the judging commission for psycho-aptitude tests for magistrates.
The psycho-aptitude interview will take place during the oral test and those who have passed the written test will receive written tests identified by the CSM, on the model of those used for those carried out on police officers, before the oral test.
The latter will form the basis for the future psycho-aptitude interview.
The oral interview will however be directed by the president of the examining commission, and not by a psychologist, who will be present only as an aid.
Finally, the examining commission, which evaluates collectively, will formulate the final judgment on the totality of the tests.
There will therefore be a double level of guarantee: the CSM will regulate the tests in general and then the examining commission will decide.
Giorgetti: stop discounting on invoices and transfer of credit, no more excessive generosity
