Joe Biden once again defines Russian President Vladimir Putin as a "butcher" during a rally held yesterday in North Carolina.
Speaking about his proposal to raise taxes on the richest, the US president said that the $400 billion in additional revenue linked to a tax increase to 25% could be used to "drastically reduce the federal deficit...
