Highlights: Fifteen years after the L'Aquila earthquake, reconstruction is underway. The capital is further ahead than the municipalities of the crater, slower on the public. The real problem is represented by the return of people to renovated and rebuilt houses to repair the damage in the area hit by the earthquake. In the historic center all the opinions have been issued and 8 out of 10 buildings have been rebuilt. The efforts are concentrated on the reconstruction of public buildings and in particular on schools, theatres, places of aggregation.

   Five more years for L'Aquila, 8 instead to complete the process and interventions in the municipalities of the crater. A private reconstruction which makes use of the simplified assignment of funds and which is well underway - with 75% of reconstruction completed in L'Aquila and 50% in the 56 municipalities of the crater - and a public one which concerns schools, monuments, theaters, churches which is progressing but with more difficulty, with percentages standing at 50% in the capital and half in the municipalities. 15 years after the earthquake of 6 April 2009 in which 309 people died, this is the photograph that comes from the territories where life and social and cultural activities have largely resumed for years now.

    The real problem is therefore represented by the return of people to renovated and rebuilt houses to repair the damage in the area hit by the earthquake. In particular, there are still 4-5 thousand inhabitants missing in the historic center of L'Aquila and thousands of people in the surrounding municipalities, where however foreigners, especially English and Americans, are taking an interest in many homes in the villages.



    In the L'Aquila crater, private reconstruction understood as the return of houses has reached 75%, with an estimate of two years to complete the interventions; regarding the assignment of contributions, however, the figure is 86% with an estimate of three or four years for the disbursement of the funds. In the 56 municipalities of the crater, 50% of private houses have been returned while at the assignment level we are at 64%, with an estimate of five years to complete the works and three years to complete the disbursement of the funds. Public reconstruction was much slower: 50% in L'Aquila, less than 50% in those of the crater. At the private reconstruction level, it is almost 60% in the 121 municipalities outside the crater, with 3,334 cases concluded for 617 million euros out of 4,256 cases presented for 1.1 billion euros.

    In the outskirts of the city everything has been rebuilt, while in the hamlets 7 buildings out of 10 have been rebuilt. The efforts, 15 years after the earthquake, are concentrated on the reconstruction of public buildings and in particular on schools, theatres, places of aggregation, even with a view to enhancing the great opportunity of 'L'Aquila capital of culture 2026'

The opinion of the head of the special office for the reconstruction of the 56 municipalities of the crater, Raffaello Fico, was also positive: "We are at a good point, the new functions assigned to the office have effectively strengthened its already consolidated planning, programming and management capabilities of resources. To these were added functions and processes that have crystallized the role of manager and facilitator in financial programs aimed at the development of the territory and its socio-economic recovery".
