A letter asking to redefine the examination times of the bill on differentiated autonomy, signed by all the opposition groups, was sent to President Fontana. The letter expresses concern about the decision of the president of the First Commission to "compress the time for discussion and presentation of amendments on delicate and decisive issues, in order to arrive in the Chamber by the end of April". "We urgently ask you - write the group leader - to convene a Conference of group leaders in order to re-examine the timescales foreseen for the provision to be brought to the Chamber".

"The drastic compression of the time needed to examine the bill - we read in the text signed by Chiara Braga, Francesco Silvestri, Matteo Richetti, Luana Zanella, Davide Faraone and Riccardo Magi - operated lastly, by the president's decision, in the Office of Presidency on Thursday 4 April, and supported by the majority parliamentary groups, has caused great alarm and concern regarding the possibility of examining such a relevant and delicate measure in a time that is not congruous and adequate". "Particularly worrying - add the deputies - appeared to be the times assigned on the one hand to the carrying out of the general discussion phase, restricted to the single day of Thursday 11 April; and on the other, especially the times for examining the amendments, currently foreseen for the days of Monday 22nd, Tuesday 23rd and Wednesday 24th only, in the remaining spaces permitted by the work of the Assembly". "The provision in question - they underline - will have a huge impact on our legal system, both with regards to the guarantee of fundamental civil and social rights, and with regard to the determination of the essential levels of services which must be guaranteed in a homogeneous manner throughout the National territory".

"It should be remembered that the provision in question is not supported by any reason of necessity or urgency, but, on the contrary, precisely because of its relevance and complexity, it would require an in-depth and exhaustive examination". "Finally, the undersigned would like to point out - they conclude - the serious concern that has arisen regarding the possibility of proceeding with the reporting of the amending proposals, to which the President, Pagano, has reserved the right to appeal, a question which appears completely inappropriate, considering the relevance and the constitutional importance of the provision, and which, in particular, prefigures an unjustified limitation of the confrontation".


The letter concludes with the request to convene the group leaders "in order to review the times expected for the provision to be brought to the Chamber".
