(CNN) - What is the ideal plan for a city visit? A trip to a museum or three? Visit the emblematic sites, trying all the local delicacies, relaxing at night in a local bar?

Whatever your criteria, one thing is for sure: you want to go to a place where you feel safe and secure.

The Safe Cities Index (SCI) of The Economist Intelligence Unit has ranked 60 destinations worldwide in terms of digital security, health security, infrastructure and personal security.

Topping the list is Tokyo. The most populous metropolis on Earth earns a score of 92.0 out of 100.

Singapore is on its heels in second place with 91.5 and another Japanese metropolis, Osaka, is third, with 90.9. There were no major commotions there, these cities were also among the top three in the previous two SCI rankings, held in 2015 and 2017.

European cities, including Amsterdam, busy fighting tourism problems and known for its picturesque houses by the sea, also reached the top 10, at number four and number eight respectively.

The only city in the USA UU. which reached the top 10 was the capital, Washington (number 7), although Chicago has just lost, reaching number 11.

Feel safe

Our understanding of the city's safety has changed in recent years, the SCI report suggests.

With issues such as terrorism and climate change increasingly in people's minds, index compilers say they now take into account a city's ability to "recover" after a natural or man-made disaster.

In analyzing the resilience of a city, the Safe Cities Index analyzed the emergency services available in the city, transportation facilities, disaster insurance, disaster risk development and cybersecurity preparedness.

Tokyo also topped the list in terms of digital security, but Singapore earned a higher rating in infrastructure security and personal security.

"The research highlights how different types of security are completely intertwined," said Naka Kondo, senior editor of The Economist Intelligence Unit and editor of the SCI2019 report.

Hong Kong, number 9 on the list in 2017, went down to number 20 this year. The city has been shaken by sometimes violent anti-government protests in recent months, which has led to a decrease in the number of visitors.

Cities do not have to be rich to be safe, the report says, although it recognizes that cities in developing countries tend to appear further down the list.

At the end of the list, at number 60, is Lagos, in Nigeria, with a score of 38.1.

Also in the last five are Caracas, Venezuela; Yangon, Myanmar; Karachi, Pakistan, and Dhaka, in Bangladesh.
