The Second International Conference to Combat Illegal Arms of International Terrorist Organizations opened in Moscow with the participation of Syria.

Addressing the conference, Syrian Ambassador to Moscow Dr. Riyad Haddad stressed that the issue of tackling the illegal arming of terrorist organizations is of great importance today due to its seriousness and repercussions not only on the present countries but on their future as well as posing the main threat to the security and stability of states.

Ambassador Haddad said that what makes it more important to talk about this issue is what is currently driving the operating countries of these defeated armed groups in Syria to look for other tools and means to maintain tension and instability in the region. Some major countries, both internationally and regionally, support and nurture these threats. States' budgets, expertise, arms stores, and satellite imagery are being placed at the service of armed terrorist groups to enhance their capabilities to maximize damage and destruction to both persons and property.

Haddad added that to face these threats, cooperation must be shared, including the exchange of information and expertise, proactive remedies, and the formation of a military-political security strategy, pointing out that Syria is open to cooperation in the fight against terrorism. ”.

Sergei Istrakov, deputy chief of general staff of the Russian armed forces, said in a speech that blocking all illegal supply points is an integral part of the global fight against terrorism, adding that despite the broad international legal base that allows states to take necessary measures in the fight against trafficking The issue of blocking the supply of terrorist organizations remains unresolved.

Istrakov stressed that the behavior of a group of Western countries in support of the so-called "Syrian opposition" led to an unprecedented proliferation of illegal weapons in Syria and the entire Middle East region, pointing out that since the beginning of this year, the western supply of militants in Syria to nearly 20,000 tons of Weapons and military equipment worth more than $ 800 million.

He explained that the pretexts provided by Western countries to justify these arms deals are the extension of the so-called "moderates" which ultimately leads to the arrival of these weapons in the hands of international terrorists.

For his part, Deputy Secretary-General of the United Nations for combating drug trafficking crimes Yuri Fedotov said that the crimes of the illegal supply of weapons is a link in a series of international organized crimes as well as trafficking in drugs, human beings and archaeological and cultural treasures, a replacement for the sources of international terrorism.

Sergei Beseda, head of the Federal Security Service's Information Department in Russia, said that terrorist organizations in the Middle East, primarily ISIS, have lost many of their military, financial and social strengths, but they do not intend to surrender as they regain their terrorist activity in other parts of the world. Establish bases, camps and training to enhance their combat capabilities and seek new sources of funding for armaments, clothing and medicines, using electronic resources and upgrading fundraising and financing methods.

For his part, SCO Deputy Secretary General Norlan Akushkarov said the SCO is working firmly against the three evils of terrorism, separatism and extremism. It requires the prevention of all forms of terrorist financing.
