(CNN) - A federal judge in California restored his decision to block the Trump administration rule that dramatically limits the ability of Central American migrants to apply for asylum, after the Ninth Circuit Court of Appeals for the United States reduced the mandate on last month.

The norm, of the Departments of Justice and National Security, would prohibit migrants who have resided or traveled through third countries requesting asylum in the US. The US, therefore, prohibits migrants traveling through Mexico from applying for asylum.

In his order on Monday, United States District Judge Jon Tigar said: "The main reason for a court order throughout the country is appropriate is that it is only the means of providing full reparation."

In July, Tigar stopped the Trump administration rule. Almost a month later, the Ninth Circuit annulled the court order, saying it can only apply to migrants seeking asylum in California and Arizona, states that are under the jurisdiction of the Ninth Circuit.

Last week, Tigar defended his initial judicial mandate across the country at a hearing. Over the course of an hour, Tigar explained what he believed the decision of the Ninth Circuit meant, saying there seemed to be some ambiguity.

“I suppose it says: 'Judge Tigar, you seem to assume that in a situation like this a national court order is appropriate. You should not make that assumption. Please explain yourself, ”said the judge.

Immigrant advocacy groups have claimed that the rule is illegal and leaves migrants in danger.
