The People's Assembly, in its third session of the 11th ordinary session of the second legislative session held today under the chairmanship of Speaker Hamouda Sabbagh, continued to discuss the articles of the draft law on the State Council.
The Council approved the articles of Chapter Two, which includes the Office of Legislative Drafting and stipulates that in the advisory section of the State Council, an office is formed to draft the legislative instruments of the various public bodies in the State, professional unions and popular organizations. The Bureau, headed by an advisor, shall be the sole authority for reviewing, controlling and drafting the legislative instruments referred to it by the Presidency, the Council of Ministers or the People's Assembly.
The Council also discussed the articles of Chapter III relating to the General Assembly, which constitute the advisory opinion and legislation in the Council of State of seven members, including the President of the Council and Vice-Presidents and the most senior advisors in the Council and is held under the chairmanship of the President of the Council or the oldest Vice-Presidents and is competent to consider matters referred to it in accordance with the law.
According to Chapter VII, Chapter I, the President of the Council of State oversees the general and administrative work of the Council and the General Secretariat and acts on behalf of the Council in connection with the public bodies in the State or others and is a command of the disbursement and oversees the work of the various sections of the Council and the distribution of work between them.
Chapter II of the draft provides for the events of a General Secretariat in the Council of State headed by the Secretary General of the Council and the Secretary-General is appointed from among the Council's advisers by a decision of the President of the Council of State and attached to the General Secretariat technical office and administrative office with regard to personnel affairs in the Council of State Assistant Minister.
The draft law sets out the conditions for the appointment and promotion of judges of the Council of State in chapter III.
In its discussions of the draft law of the State Council containing 132 articles, the Council stopped at article 90, and the discussions of the articles of the draft law will be completed at its subsequent sessions.
The session, which was attended by Justice Minister Hisham al-Shaar and State Minister for People's Assembly Affairs Abdullah Abdullah, was adjourned to 11:00 am on Wednesday.
