Syria war: Germany calls for ceasefire for Idlib in the UN Security Council

Germany wants to achieve a ceasefire for the northern Syrian province of Idlib in the UN Security Council. Russia presents its own draft resolution, which allows a continuation of the offensive.

Germany, Belgium and Kuwait have called on the UN Security Council to vote on a resolution for a ceasefire in the Syrian province of Idlib. The vote should take place after information from diplomatic circles on Thursday.

It must be achieved an immediate end to the fighting in Idlib, it says in the draft. The ceasefire should therefore begin on Saturday at midnight (local time). The goal is "to avoid further deterioration of the already catastrophic situation in Idlib".

The draft resolution should meet with resistance at the veto power Russia. The country is the closest ally of the government of the ruler Bashar al-Assad and has been involved with air strikes for years at its side in the Syrian War. Idlib is the last region in the country where rebels still offer significant resistance. Of the three million people in the region, hundreds of thousands are on the run.

Russia's resolution excludes "terrorist groups"

Shortly after the proposal Germany, Belgium and Kuwait Russia submitted its own draft resolution, which is supported by China. It also calls for an end to the fighting - however, individuals or groups with "links to terrorist groups" should continue to be attacked.

Similar formulations have been rejected by western states in the past, as they have made it possible in other regions to practically continue the airstrikes of the Syrian and Russian troops.

Since the end of April, Assad's troops, with the support of the Russian Air Force, are increasingly attacking the predominantly Islamist rebels and jihadists in Idlib. According to activists, more than 960 civilians were killed in the attacks. According to the UN, more than 400,000 people were displaced.

Russia, Turkey and Iran apparently assume that after a military success in Idlib the Syria war could end. Earlier this week, the three countries that are all warring parties in Syria, agreed at their fifth Syrian summit on the occupation of the long-planned constitutional committee. The committee should start its work as soon as possible, said Russian President Vladimir Putin.
