The People's Assembly, in its fifth session of the 11th ordinary session of the second legislative session held today under the chairmanship of Speaker Hamouda Sabbagh, approved the draft law on the State Council and the draft law on amendments to three agreements for loans of rural and animal development projects.
The new law of the State Council comes in order to avoid loopholes in the legislation in force and in line with the provisions and rules of the Constitution in force and to simplify the procedures of litigation and enhance the confidence of the citizen in the institution of administrative justice and develop its role in order to promote the judiciary in general in Syria.
The law defines the general rules governing the work of the Council of State and the mechanism of conducting cases in it in order to facilitate the means of litigation and the speed of adjudicating disputes and the clarity of procedures followed by litigants. Conflict of the role of the Commissioners of the State and the phenomenon of conflict of jurisdiction and the establishment of a judicial inspection department and a department to unify the principles to ensure the unification of jurisprudence in other courts and the creation of the General Authority of the Supreme Administrative Court to be a reference to appeal all decisions Special Council on the functional affairs of judges.
These amendments are aimed at restoring the International Fund for Agricultural Development (IFAD) activity in the field of rural development projects in Syria through the refinancing of the livestock development project and the result of coercive economic measures imposed on banks and the possibility of any financial transfer by the Fund.
The meeting was attended by Justice Minister Hisham al-Shaar, Agriculture and Agrarian Reform Engineer Ahmed Al-Qadri and the State for People's Assembly Affairs Abdullah Abdullah.
The meeting was adjourned until 12:00 on Sunday, 29 September.
