(CNN Spanish) - This week at least 91 heads of state will meet in New York in the 74th version of the United Nations General Assembly (UNGA).

Climate change will be one of the topics on which the agenda will focus.

For Latin America the great majority of the presidents will attend this meeting.

That of 2019 will be the first appearance in the UNGA of the leader of Brazil, Jair Bolsonaro, who recently promised to attend even in a wheelchair, after a recent surgery. After the great global concern about massive fires and deforestation in the Brazilian Amazon, Bolsonaro is likely to face climate defenders. He has already promised a "speech that is different from the previous ones."

After him will be Donald Trump, who has previously joined the teleprompter, and last year provoked the laughter of the delegates while praising his own administration.

The president of Colombia, Iván Duque, also arrived in New York, where he began his agenda with a speech on the Amazon. This Monday he called "a great world coalition" to protect the rainforests and the humid rainforest, by intervening in the Summit on Tropical Forests. It is expected that in his speech to the UN General Assembly he will denounce “the harmful effects of the dictatorship in Venezuela”, but so far it has not transcended whether he will refer to the implementation of the peace agreements and the human rights situation in Colombia.

Argentine President Mauricio Macri will arrive in New York on Tuesday to participate in UNGA and will also meet, among others, with the UN High Commissioner for Human Rights, Michelle Bachelet.

The presidents of Costa Rica, Carlos Alvarado, will also attend the UN National Assembly; Ecuador, Lenin Moreno; Chile, Sebastián Piñera; Bolivia, Evo Morales; Peru, Martín Vizcarra, among others.

Those who will not attend

The president of Mexico, Andrés Manuel López Obrador, announced in September that he would not attend the General Assembly of the United Nations Organization and that instead he will be his Foreign Secretary, Marcelo Ebrard, who represents his Government. Ebrad will bring to this instance Mexico's fight against racism and white supremacism, which he said in early September, is one of the most dangerous forms of terrorism in the world today.

The questioned president of Venezuela, Nicolás Maduro, sent his regards, but will not leave the country. Maduro said a few weeks ago that he prefers to stay in Venezuela "very safe and very quiet" and that in his representation will be the vice president, Delcy Rodríguez, and her chancellor, Jorge Arreaza.

The president of the National Assembly, Juan Guaidó, who has been recognized as president of the country by more than 50 countries, is unlikely to appear, but will send a delegation to represent Venezuela, which will pressure the UN to recognize in the future to Guaidó.

Nicaraguan President Daniel Ortega will also not be in New York this week. Vice President Rosario Murillo announced last week that a six-person delegation will be representing Nicaragua, headed by Foreign Minister Denis Moncada and the United Nations Ambassador, Jaime Hermida.

Other world leaders who will not attend

The list of leaders who will not be present this year is also interesting: Russian President Vladimir Putin and Chinese leader Xi Jinping rarely attend, nor will they be present this year. The Prime Minister of Israel, Benjamin Netanayhu, canceled amid post-election confusion in his country. Netanyahu, a former ambassador to the UN, enjoys his speeches by the General Assembly, often with accessories of charts and diagrams.

The Prime Minister of Canada, Justin Trudeau, had been included as a speaker, but he no longer comes as a result of the appearance of multiple photographs of his past in which his face was painted, just before the national elections.

Although the United Nations facilities are considered international ground, the United States remains the host. According to the agreement of the "host country", it is assumed that visitors traveling on official UN businesses should not be limited, and there was a time when the United States imposed a generous 40-kilometer radio cord on international visitors He didn't like them.

But this year, the United States is not holding back. In addition to the movement restrictions on Zarif from Iran, two Cuban diplomats living in New York who had planned to participate in UNGA were expelled Thursday by the Trump administration. And the remaining diplomats in the Cuban mission face the toughest restrictions among all countries: they are not allowed to leave the narrow island of Manhattan.
