The People's Assembly discussed in its seventh session of the 11th ordinary session of the second legislative role held today under the chairmanship of Hamouda Sabbagh the performance and work of the Ministry of Social Affairs and Labor.

A number of members questioned the delay in issuing the new labor law and support programs to care for the returnees of the displaced, pointing to the need to develop rural areas and support private institutes and the employment of demobilized from the army and noted the salary of the wounded forces.

They also called for benefiting from the experience of retirees, setting up service and entertainment programs, activating the carpet manufacturing unit in Masyaf and the motor assistants' factory in Aleppo, allowing the sale of its products, activating rural development centers, canceling the marking of competitions given by the nomination unit for the first category, supporting rural women, and addressing the delay in contracts with persons with disabilities, especially the holders. University degrees.

They called for setting controls for the work of foreign employers' offices, supervising orphanages, including all persons with cerebral palsy with salary, providing a service center for the handicapped in the arrivals camp, conducting a study to count the families that need support in Syria, supporting the marketing of rural food industries, training the workers in the nursing homes and developing a program to guarantee old age. And activating rural rehabilitation centers.

Minister of Social Affairs and Labor Rima Kadri gave a presentation on the work of the ministry and its achievements, pointing out that the ministry started work on the social safety system and the priority of the wounded in cooperation with the ministries of interior, defense and health and the program of the wounded homeland, which provides benefits for the wounded monthly salaries through the Social Aid Fund in addition to attention and provide Multiple services for people with disabilities.

Minister Qadri explained that there is a vigorous follow-up to the phenomenon of begging through the treatment and monitoring of cases and the provision of services within a special role in the governorates of Damascus and Aleppo, as well as the activation of anti-begging offices in the provinces that prevent the exploitation of childhood within the social welfare system.

The Minister of Social Affairs and Labor pointed to the expansion of rural development programs through the activation of rural industry units and the development of their work in addition to the development of rationalization and empowerment services and focus on micro and medium enterprises and activate the role of the Social Aid Fund and the strengthening of employment and employment offices and activate the labor market and strengthen employment programs, especially for young people Of new graduates and laid-offs.

In response to the interventions of members, Qadri said that the focus is on development programs in accordance with the specificity of each governorate and pay more attention to development relief, noting that the Ministry has accomplished everything that supports the establishment of temporary employment contracts and pending the issuance of the legislative instrument to install workers in a timely manner.

Qadri pointed out that the ministry adopts raising the percentage of disabled persons above four percent in public jobs through its presence as part of the cadres that follow the drafting of the basic law for workers in the state in its new form.

Qadri pointed out that the marketing of handicrafts is part of the ministry's interest.It provides exhibitions to market the products of rural women and find outlets for them.He stressed that the phenomenon of begging is being studied in a deliberate manner by the National Committee to Combat Homelessness, Begging and Strict Penalties and Law Enforcement.

Qadri pointed out that there are 13 thousand seasonal contracts by necessity that lasted for years, about five thousand of which were settled by holding a competition and absorbed that each ministry, according to the recommendation of the Commission on Human Development monitor their contracts and require their settlement and converted into annual contracts or competitions.

Qadri pointed out that the percentage of the cerebral palsy subsidy has been raised to 40 percent for one person with a disability in a family with more than one disability, indicating that an amount of LBP 660 million has been allocated for 27,000 beneficiaries in addition to the development of cash subsidy programs for the most needy groups, including those with disabilities. By mobilizing partnerships with the local community or the international level to provide subsidies to families, since the end of last year and during the current year, about LBP 400 billion has been employed to serve families with special needs.

Qadri confirmed that the ministry canceled many employment offices of non-Syrian employees, which proved the futility of its work with activating the decision to operate the Syrians, noting that the ministry is working to develop the profession to help the elderly and housekeeping to organize work in this area. Orphanages and the formation of supervision committees to ensure the control and provisions of the work of these homes.

Qadri pointed out that a study was conducted for families with a ration card to distribute the subsidy to the most needy families, pointing out that there is no real inventory of the population of Syria during the war but that the categories are targeted according to their needs and that the subject of gravity factor for the first category has been canceled.

The session, attended by Minister of State for People's Assembly Affairs Abdullah Abdullah, was adjourned until 12:00 pm on Tuesday.
