(CNN Spanish) - In an interview with the newspaper El Comercio, the president of Peru Martín Vizcarra spoke about his decision to dissolve his country's Congress. In the interview, President Vizcarra explains how he founded the decision to dissolve Congress and also referred to the current situation with Vice President Mercedes Aráoz.

"This is an unprecedented process, usually when one is going to take an action, one checks the background, what is called jurisprudence, that is to say 'this has already been done before we go, let's see how it ended', there is nothing written here,
we are writing a blank book, respecting the constitution, the law, ”Vizcarra told the Peruvian newspaper.

“Regardless I disagree with the political and legal acts, because you cannot say that I have sworn, but it was a lie. That is why it is a political act and it is a legal act; swear in an institution
before people who no longer had the role of congressmen, because the announcement had been made and signed the decree of dissolution of Congress, the same is a political and legal act that has taken. That later, looking in perspectives, he said that that was not the right thing, I did not do it or I did it under pressure or I was surprised, I do not agree with all that scandal. But independently, as a person, I maintain the estimate by Mrs. Aráoz. ”
