Geneva-Sana

Ambassador Hossam Eldin Ala, Syria's Permanent Representative to the United Nations Office and other international organizations in Geneva, stressed that the Syrian state focuses on the return of displaced people to their areas, secure their basic needs and rebuild what was destroyed by terrorism.

In a statement made today during the 70th session of the UNHCR Executive Committee, Ambassador Ala warned against the political maneuvers of the Turkish regime that traded the suffering of the displaced and use them as a pressure card to barter them for political and economic gains or to invoke their return at other times to justify the establishment of so-called “safe areas” within the country. Syrian territory.

Ambassador Ala said that Syria stresses the importance of adhering to the standards and principles governing the work of the UN humanitarian agencies in facing the challenges and pressures to ensure that they are not politicized. Addressing the root causes of forced displacement is the best way to stop suffering and provide the right conditions for people to return to their countries and places of origin. .

Ambassador Ala pointed out that with the different circumstances leading to displacement from one region to another, attempts to tamper with the stability of States and targeting their national institutions and legitimate governments remain a common feature and cause of many humanitarian crises and the movement of forced displacement witnessed in the world during the past few years, expressing regret at the survival of the international response to that The humanitarian situation is locked in political approaches and double standards.

Ambassador Ala pointed to the continuing tragedy of the forced displacement of millions of Palestinian refugees for 70 years in conjunction with attempts to deprive them of their right to return to their homes. “Hostile acts, foreign occupation and terrorism directed from abroad and the expansion of the use of unilateral coercive measures are still essential factors for the humanitarian crises in the region. But these factors remain absent from UN reports, including those of the UN High Commissioner for Refugees (UNHCR), which are supposed to deal with these crises and their causes.

Ambassador Ala pointed out that the causes of human suffering in Syria and the displacement of Syrians are takfiri terrorism sponsored by countries to serve their aims, the war of economic terrorism represented by the economic blockade and unilateral coercive measures that affect medicine, medical equipment, heating fuel and infant formula.

Ambassador Ala asserted that the Syrian State has exerted tremendous efforts to improve the humanitarian situation and is focusing today on the return of displaced people and secure their basic needs and rebuilding what was destroyed by terrorism and took steps in this direction despite the economic blockade imposed on them, calling for supporting the efforts of the Syrian state in the rehabilitation of infrastructure and service institutions in the regions Freedom from terrorism and demanding the lifting of unilateral coercive measures, which constitutes the correct entry point to ensure the appropriate conditions to facilitate the forcible return of the displaced to their areas.

Ambassador Ala said Syria warns against Turkish political maneuvers that trade the suffering of refugees and use them as a pressure card to barter them for political and economic gains or to invoke their return at other times to justify the establishment of so-called “safe areas” inside Syrian territory without the consent of the Syrian government in clear violation of international law and the UN Charter. The United Nations and the implementation of the expansionist ambitions in the Syrian territory would deal a blow to the entire political process.

The Permanent Representative of Syria to the United Nations Office and other international organizations in Geneva pointed out that the laws and legislation issued in Syria regulated the issue of nationality and sought to avoid gaps leading to the occurrence of cases of statelessness, pointing out that currently some cases related to children of foreign terrorists in camps in the northeast Syria and those who face the risk of statelessness as a result of their countries evading their responsibilities by recovering and rehabilitating them to pursue their lives within their own communities are a serious concern.

Ambassador Ala stressed the importance of these countries not taking the nationality as a means to get rid of the burden of the families of these children and their mothers and leave them in a legal vacuum after they turned a blind eye and colluded with those who opened the doors for the arrival of foreign terrorists to Syria to join the ranks of the organization "Daesh" and the front Al-Nusra and other terrorist organizations.

Ambassador Ala said that the restoration of stability and normal life to many Syrian areas after the success of the Syrian armed forces in the elimination of terrorism enabled one million nine hundred thousand Syrian citizens to voluntarily return to their homeland and areas from which they were displaced, including one million and three hundred thousand displaced inside Syria and six hundred thousand displaced outside Syria, adding that Last August alone, 28,000 IDPs returned from Syria to their places of origin.

Ambassador Ala stressed that the Syrian government has facilitated the return of some 30,000 residents of Rukban camp to their cities and villages. Work is underway in cooperation with the United Nations to complete the exit of the rest of them. In parallel with these efforts, the Syrian government reiterated that the doors are open for the voluntary return of all Syrians displaced outside Syria. They have issued and amended relevant laws and decrees for this purpose and exempted those who were displaced for various reasons inside or outside Syria in registering civil status incidents from any fee or fine and facilitated the issuance of their official documents at the embassies.

Ambassador Ala continued, “While the Syrian government expects international organizations to cooperate and contribute to the requirements of the return of displaced persons and towards development programs, their efforts and repeated calls for the return of their citizens continue to be hampered by countries and international parties that put loose conditions and pretexts to prevent their return and use the issue of refugees to implement agendas. In this context, Syria renews its call on the UNHCR to adopt initiatives and attitudes based on facts and contribute to encouraging the return of refugees to their country as the best option to end their human suffering. The intention. "

Ambassador Ala concluded by saying that supporting the creation of conditions in the countries of origin to ensure the safe and dignified return of refugees is one of the goals adopted by the Global Refugee Charter and the commitment to implement this pledge will contribute to implementing the voluntary return solution positively as the preferred and most realistic solution. The World Refugee Forum, to be held in December this year, will be an opportunity to deal substantively and non-politicized with the challenges of forced displacement and not to become another occasion for political review that does not serve the refugee issue as much as the agendas of specific countries.
