Following the reform of the institution, the presidency of the National Assembly announced the establishment soon of a cell listening and care against harassment in the Bourbon Palace.

The cell "prevention and support" in terms of harassment promised to the National Assembly will be operational by 1 January 2020, announced Wednesday, October 9 the presidency in a statement.

The device was voted in the spring by the deputies within the framework of the reform of the internal rules of the institution, and the office of the Assembly, its highest collegiate authority, stopped the modalities on Wednesday.

"Made up of a doctor, a psychologist and a lawyer in labor law, specialized in the issues of moral and sexual harassment, it will be a professionalised and multidisciplinary cell that will have a listening role, of care and advice, " says the Presidency.

Awareness and accompaniment

Staff members, deputies and parliamentary assistants, including constituents, may seize it. The cell "will accompany the persons concerned so that they can take the appropriate steps" and "in agreement with the victim, the cell can transmit its analysis to the deontologist" of the Assembly, an independent authority.

The cell will also have "a role of training and awareness, individual or collective, with different audiences and their hierarchies," it says.

The unions of parliamentary collaborators had regretted mid-September in particular that "no organic link (is) planned with the labor inspectorate or the public prosecutor" .

One in two collaborators victim of harassment

The inter-union was received on the subject of moral and sexual harassment by the President of the Assembly Richard Ferrand, after press revelations on a preliminary investigation concerning a LREM deputy, Pierre Cabaré. The latter, for his part, has announced that he is filing a complaint, notably for "slanderous denunciation" .

The establishment of the anti-harassment unit comes after the alerts of the collective "Chair collaboratrice" , which had denounced late March, figures in support, the persistence of sexist and sexual harassment in the Assembly. One out of two collaborators stated that they had already been the victim of sexist or sexual remarks.

The Assembly's ethics officer, Agnès Roblot-Troizier, who has been carrying out a anti-harassment mission since 2013, had herself called for the creation of a listening unit in January.
