The People's Assembly approves the draft law on the objectives and tasks of the Ministry of Higher Education and Scientific Research

DAMASCUS, (SANA) - The People's Assembly approved on Tuesday the 13th session of the 11th ordinary session of the legislative role

The People's Assembly, in its thirteenth session of the 11th ordinary session of the second legislative session, headed by Speaker Hamouda Sabbagh, approved the draft law on the objectives and tasks of the Ministry of Higher Education and Scientific Research.

The law consists of eleven articles, under which the ministry becomes the "Ministry of Higher Education and Scientific Research" and aims to implement the general policy of the State and its directions in all matters related to higher education and scientific research in line with development goals and comprehensive plans.

According to the new law, the ministry is responsible for drawing up the general policy of the higher education sector, drawing up and supervising the corresponding plans, coordinating with research institutions affiliated with other ministries, supervising higher education and scientific research institutions affiliated with or associated with the ministry and proposing draft laws and regulations.

According to the law, the ministry develops the institutional and administrative work of higher education institutions, proposing the establishment of higher education institutions, securing access to higher education in line with the requirements of sustainable development and societal needs, providing academic and research environment, enabling the Arabic language, encouraging investment in scientific research, building national scientific capabilities, and setting the necessary standards and accreditation bases. To recognize non-Syrian higher education institutions and equate their certificates.

According to the law, the Minister of Higher Education is the supreme administrative head of the ministry and its affiliated or related bodies in the guidance affairs, supervising those bodies and monitoring their implementation of the laws and regulations in force. For this purpose, the basis, conditions and amount of awarding awards shall be determined by a decision of the Higher Education Council.

The Ministry and its affiliates and affiliates shall charge the updated service centers for the services provided by these centers.

With the approval of the articles of the law, the legislative decree No. 143 of 1966 is terminated.

A number of members of the People's Assembly considered that the law in response to the ambition to give added value to the pillars of the work of the ministry and a qualitative shift in the field of scientific research and linking the Scientific Research Authority with the ministry to assume the scientific mission at the level of Syria.

Minister of Higher Education Bassam Ibrahim pointed out that the law came to the urgent need to amend the decree issued since 1966, especially after the developments in the system of higher education through the addition of public universities and private research bodies and higher institutes and the issuance of the law on the organization of universities and the Executive Regulations and the sabbatical law for 2006 For scientific research, it is currently affiliated to the Ministry of Education after it was an independent body under the chairmanship of the Council of Ministers.

The Minister of Higher Education said that the ministry has developed an enabling plan to support scientific research, especially linking it and networking with the labor market and the Ministry of Industry and other ministries, stressing that the law currently meets the functions assigned to the Ministry of Higher Education and its affiliated bodies.

The meeting, which was attended by Minister of State for People's Assembly Affairs Abdullah Abdullah, was adjourned until 12:00 on Wednesday.
