The US House of Representatives passed the Hong Kong Human Rights and Democracy Bill, which requires the US government to verify annually whether the “one country and two systems” that recognize Hong Kong's “advanced autonomy” are functioning. In order for the law to be enacted, it will also pass through the Senate and require the signature of President Trump.
The bill was submitted by a bipartisan in June. If the US government verifies that the “one country and two systems” are not functioning every year, the preferential measures such as tariffs enjoyed by Hong Kong may be reviewed. The US Parliament and Hong Kong democracy have the most effective legislation to stop Chinese intervention, as it will be a major damage to China, which attracts large amounts of foreign investment via Hong Kong.
On the other hand, the reaction from China is inevitable. In late September, when the bill was passed by the US and Senate diplomatic committees, the Ministry of Foreign Affairs of China announced "strong resentment and decisive opposition" (Deputy Director of Xisho). (Washington = Koji Sonoda)
