[Brussels 17th Reuters]-European Union (EU) Summit to be held on 17-18, with many urgent issues such as the situation in the Middle East and regional budgets. The focus will be on the adjustments to the consensus on withdrawal.

If Britain and the EU reach an agreement and are approved by the British Parliament, which will be held specially on the 19th, this will be the first and last EU summit attended by British Prime Minister Johnson.

EU President Tusk said on the 16th, “The basic foundation of the agreement is ready. Theoretically, the agreement can be approved tomorrow.”

According to officials, a series of consultations in Brussels have almost filled both sides.

However, the British Parliament is worried about the concession over the Irish border issue, and Johnson is struggling to get the support he needs to approve the agreement.

Without parliamentary approval, it is almost certain that we will have to postpone the withdrawal deadline again.

EU leaders will also discuss the situation in Syria, which has been exacerbated by Turkey's Kurdish power attack. The EU agreed at the Foreign Ministers' Council on the 14th to restrict arms exports to Turkey, but avoided taking embargoes throughout the region.

At the summit, Albania and Northern Macedonia are expected to highlight differences in views regarding the entry into the EU.

France is in opposition, the EU has already faced a number of challenges, such as the British withdrawal issue, the rise of China, and Russia's security threats. The idea is that we should not accept the two countries located on the Balkan Peninsula.

The “Multi-year Financial Framework (MFF)”, which will be the long-term EU budget for 2021-27, is also a major agenda item. The biggest challenge is how to make up for the shortage of leaving the UK.

There is no consensus on the contribution ratio among the member states. There is also a plan to abolish the practice called “rebates” that some member states have been reducing their contributions, making consensus building more difficult.
