The MP introduced the motion, which requires parliament to pass a ratification bill before deciding on the withdrawal agreement negotiated by Johnson. (Read all developments in the Liveticker here)
This is not the first time Letwin has opposed the government. He is one of the Tory rebels that Boris Johnson threw out of the faction because he voted against the law for a no-deal Brexit. Since then, Letwin sits as an independent member in parliament. He was also the one who pushed through a series of decisions at the beginning of the year, with which Parliament wanted to influence the Brexit negotiations, at that time under Prime Minister Theresa May.
Letwin: Coalition against No-Deal-Brexit is over
After the day of the trial, Letwin said he was peaceful. He will no longer oppose the government. His initiative was only intended to prevent an unregulated EU withdrawal on 31 October, should the necessary ratification law not be adopted in time.

Johnson is now actually required to apply for Brexit extension. However, the PM announced that it would not negotiate with the EU for a postponement. He would continue to campaign for a punctual withdrawal on 31 October and bring in the law ratifying the agreement next week.
