The Higher Education Council has determined the mechanism for admitting Syrian students who hold secondary certificates in the open education system for the academic year 2019-2020 according to three segments divided into 50 percent for the degree holders from 2007 onwards, 35 percent for the degree holders from 2000 to 2006 and 15 percent for the degree holders. Before 2000 where they are differentiated.

The council said in a resolution received by SANA today that in case of vacancies in one of the three segments, the number of other segments will be completed according to the decision of the Open Education Council at each university.

For students with special needs, the Council agreed to accept no more than five students in each specialization in open education programs in public universities with special needs physically handicapped, provided that the type and percentage of disability is determined according to the principles adopted in the general differentiation and the comparison between students is based on The total resulting from the combination of the degree of disability determined by the medical committee with the total secondary grades required after the folding of religious education and folding the degree of one of the two foreign languages ​​as determined by the applicant of the secondary school certificate holders “modern system”.

For students covered by the provisions of Decree No. 218 dated 26-6-2018 to expand the beneficiaries of the seats allocated to the families of martyrs and wounded in the first university and master's degree between the Council that it accepts no more than 15 students in each specialization in open education programs in public universities from Students covered by the aforementioned decree from the military in the army, the armed forces and the internal security forces who have been martyred, injured or lost due to war or military operations or by terrorist gangs or hostile elements, are the sons and brothers and husbands of the martyrs and the wounded are partial and total disability and injured The incapacity of not less than 30% and not more than 35% of the military recruits and reservists, the children of the wounded and total disability, which is not less than 70%, and the children and missing spouses.

According to the decision, the trade-off is based on the total secondary scores required after folding the degree of religious education and folding the degree of one of the two foreign languages ​​in accordance with the decision of the applicant with a high school diploma “modern system” with the need to produce a document proving the mentioned cases issued by the General Command of the army and the armed forces exclusively in accordance with laws And their approved systems.

As for Arab and foreign students, the council stipulated that the student should have a Syrian high school diploma, literary or its equivalent, provided that the student has passed the certificate for two years without studying the secondary school average, in addition to the need to pay $ 300 in advance The university is registered with the Commercial Bank of Syria.

The Council called on students with a non-Syrian high school diploma to submit the original document of success with a certified copy “translated for foreign documents duly” in addition to a copy of the issuance of a newly issued entry or a copy of the identity card “identity” and is submitted conditionally pending the equivalence of secondary certificate and grades .

As for the holders of technical institute certificates, 5% of the graduates of the technical institutes in accordance with the specialization are admitted in addition to the numbers specified for the acceptance of the secondary certificate holders according to a special trade-off between them according to the sequence of their graduation rate in the institute. The competent university councils, provided that the exemption rate does not exceed 25%, and the applicant to the technical institute trade-offs is not entitled to apply to the trade-off on the basis of the secondary certificate in the same year under the penalty of canceling his registration from the trade-offs.

According to the decision, the provisions of the Higher Education Council Resolution No. 402 dated 25-8-2011 and its amendments shall apply to the children of Syrian women residing in the Syrian Arab Republic who are married to non-Syrians who hold a Syrian general secondary education certificate and who are accepted in the open education system.

It is worth mentioning that the open education system in Syrian universities was established in accordance with Decree No. 383 of 2001 and aims to provide continuing education to students and workers who wish to raise their scientific and cultural level and provide a distinctive opportunity for education for those who do not absorb formal education.
