The Higher Education Council stipulated for enrollment in the open education system at least two years from the date of obtaining the secondary school certificate. The Council determined the mechanism for admitting Syrian students who hold secondary certificates in the open education system for the academic year 2019-2020 according to three segments divided into 50 percent for the degree holders from 2007 onwards, 35 percent for the degree holders from 2000 to 2006 and 15 percent for the pre-year degree holders. 2000 where they are differentiated.
