The People's Assembly started today at its 16th session of the 11th ordinary session of the second legislative session, under the chairmanship of Speaker Hamouda Sabbagh, the discussion of the government's financial statement on the draft state budget for fiscal year 2020.
The Minister of Finance, Dr. Mamoun Hamdan, said during his reading of the government's financial statement that the Syrian economy is entering the stage of recovery and overcome the economic and social effects of the war by working within a clear strategy in the construction and development, pointing out that the government has worked during the past period to promote the economic and service reality and secure structures Infrastructure and basic services to expand the spread of service and development institutions and facilities in the governorates and support them with new projects and complete the stalled ones.
Hamdan pointed out that the government has strengthened the role of the National Fund for Social Aid and the development of the agricultural sector and strategic crops and support livestock significantly to achieve optimal exploitation, investment and cultivation of all arable land, and follow-up expansion of family farms and support agricultural production and try to get products directly to the consumer and reduce intermediate rings that contribute To raise prices.
The Minister of Finance revealed that the next phase will witness an improvement in the development process with the completion of more projects launched during the past two years, which will reflect positively on strengthening the economy with all its components and improving the living standard.
The Minister of Finance said that the draft budget comes within a qualitative vision to face any new variables imposed by the next stage in order to ensure the requirements of the steadfastness of the Syrian people of oil derivatives, medicine and food and secure the necessary funds for the salaries and wages of workers in public institutions, pointing out that the draft budget was developed in 2020 taking into account good Manage available and available resources.
Minister Hamdan stressed that the draft budget focuses on supporting our armed forces, providing material and moral benefits to the families of martyrs, caring for the wounded, continuing to provide basic services to citizens, improving their quality, providing new job opportunities, and supporting and stimulating the private agricultural, industrial and tourism sectors to achieve the development of these sectors and increase production and export.
The Minister of Finance pointed out that through the estimates of the data of ministries, departments, institutions and local administrative units for vacancies and staff available to them, as well as appointments instead of dropouts as a result of the current circumstances, the draft budget 2020 will create 83416 new jobs, including 65474 jobs in the administrative sector and 17942 jobs in the economic sector .
The allocations of the draft state budget for the fiscal year 2020 amounted to a total of 4000 billion Syrian pounds and the current operations appropriations were estimated at 2700 billion pounds, while the appropriations for investment operations were estimated at 1300 billion pounds.
A number of members of the People's Assembly focused in their interventions on the need for the government statement to note the increase of salaries and wages for workers and jobs, combat corruption and support administrative units and solve the problem of unemployment through support for small and medium enterprises and micro and control prices and activate market control and raise the rate of bank interest on the Syrian pound and apply A progressive tax policy, not to raise the price of energy carriers and to pay special attention to undergraduate education.
A number of members of the People's Assembly called for good management of national resources and human cadres, giving the public sector and its institutions special importance, restructuring, supporting and developing them, improving the standard of living and real investment in agriculture, both plant and animal, supporting the industrial sector, protecting the national product, increasing investment expenditures, and actively supporting the agricultural and industrial production sectors.
