The People's Assembly today, at its 17th session of the 11th ordinary session of the second legislative session, chaired by Speaker Hamouda Sabbagh, discussed the government's financial statement on the draft state budget for fiscal year 2020.

The allocations of the draft state budget for the fiscal year 2020 amounted to a total of 4000 billion Syrian pounds and the current operations appropriations were estimated at 2700 billion pounds, while the appropriations for investment operations were estimated at 1300 billion pounds.

In response to the members' interventions on the government statement, the Minister of Finance Mamoun Hamdan stressed the importance of rationalizing non-productive public expenditure and focusing on spending that achieves economic production, increasing tax revenues, combating tax evasion, attracting foreign investments, returning national capitals back, returning oil production and accelerating the pace of industrial production. And encourage agricultural exports to increase public revenues of the state.

Minister Hamdan pointed out that in the figures set forth in Chapter IV, "transfer expenses" contributions amounted to 106 billion pounds, an increase of nearly 6 percent over last year and includes support for institutions such as "water and sanitation institutions, internal transport, publications and others."

On the possibility of applying a progressive tax policy to obtain justice in distribution, the Minister of Finance explained that the Ministry is working to achieve tax justice and is currently working to prepare for the transition to the consolidated income tax, through which will fix all imbalances in the tax system through integration with the sales tax that will be revealed Actual number of taxpayers and help to achieve the desired result of the progressive tax in the redistribution of income in favor of the poorest classes of society.

The Minister of Finance revealed that there is legislation to collect real estate sales tax and is ready as a draft law, which is fully electronic based on international standards, noting that there will no longer be people who determine the tax, but specialists through a modern method of accessing popular figures for real estate and thus eliminate corruption in this area.

Subsequently, the draft law of the State General Budget for the fiscal year 2020 was submitted after a majority vote to the Committee on Budget and Accounts for consideration with the observations made by the members of the Council to submit its report in this regard.

The meeting, which was attended by Minister of State for People's Assembly Affairs Abdullah Abdullah, was adjourned until 12:00 on Tuesday.
