This is how you choose
In Thuringia currently about 1.7 million people are eligible to vote. With the first vote they decide which direct competitor of the respective constituency moves into the Thuringian state parliament. For this, a simple majority is sufficient.
In the second vote, the voters vote on the success or failure of the 18 parties that have been admitted to vote with state lists. From the number of these votes, the number of seats in Parliament is determined - provided that the party skips the five percent hurdle.
Altogether there are 44 constituencies in Thuringia, regularly 88 seats are planned in the parliament. However, the number can still increase due to overhanging and balancing mandates. This is the case when one or more parties achieve more direct mandates than they are entitled to according to the list vote ratio.
The legislative period in Thuringia takes five years.
