The People's Assembly continues to discuss the draft law of the Artists Syndicate and approves the conditions of practicing the profession

The People's Assembly today, at its 19th session of the 11th ordinary session of the second legislative session, headed by Speaker Hamouda Sabbagh, continued to discuss the new draft law on the Artists Syndicate to replace Law No. 13 of 1990.

The draft law includes eighty articles and a number of articles have been approved, including the articles of separation of practicing the profession, where it is required for practicing one of the artistic professions covered by the provisions of this law of the Syrian Arab citizens or the like to be registered in one of the records of the syndicate ”.

According to the draft law, it is not permissible for those who are not registered in one of the union's records to practice the artistic professions stipulated therein except after obtaining a work permit from the syndicate council. The granting of a license shall not entitle the concerned person to any of the rights granted to artists according to its provisions. Arab and foreign artists and members of Arab and foreign art groups recruited by official bodies are excluded from the two preconditions.

Members, apprentices or holders of artistic work shall not be allowed to practice any work in the artistic professions stipulated in this law with the private, public or joint sectors except by a registered and certified written contract from the competent branch stating the obligations of the parties and the agreed wage and if the board of the syndicate or The branch council that the wage recorded in the contract does not agree and in fact it estimates the wage that is consistent with the actual wage of the artist in accordance with the rules determined by the rules of procedure to be collected on the basis of the fee.

In case the contract is not duly documented in the syndicate, the work shall be suspended immediately by the competent judicial authorities based on a written letter from the president or the head of the branch. The due fee shall be collected according to the provisions of this law.

In addition, article 15 of chapter IV, concerning the exercise, which sets the conditions for registering the trainees in the union, has been returned to the Committee for further consideration, since the majority did not agree to one of the registration requirements, which requires that the applicant be 18 years of age and not more than forty years old. The session, which was attended by Minister of Culture Mohammed Al-Ahmad and State for Parliamentary Affairs Abdullah Abdullah, was raised to 11:00 am on Thursday.
