The grand coalition has been arguing about the land rent for months. At the center of the conflict between the Union and the SPD is the so-called means test - that is, the question of what conditions must be met for someone to receive this state additional benefit and whether the need is to be individually assessed. The SPD says no, the Union yes.

Now Chancellor Merkel has positioned herself in the question.

At the meeting of the Union faction, Merkel described it, participants urged in the afternoon for a compromise, which was developed by a cross-border working group on the subject.

Many people, Merkel said at the meeting, would have worked for very low incomes for many years. She could only ask the Union if she wanted to remain a People's Party, that she was not constantly telling the examples of the villa owners. Rather, the members of the Union should "look around", as it was at the bakery or with the cleaning staff or in the logistics companies. This should also be the voters of the Union, as well as small and medium-sized enterprises and entrepreneurs, she said, according to these statements, to the great applause of the deputies.

The Chancellor pointed out that the pension insurance would have to hire 5,000 new employees, if they should be responsible for the basic pension. It would be necessary to build new Grundsicherungsamt. This was not considered when negotiating the coalition agreement.

In fact, they have distanced themselves from the wording of the coalition agreement - but not because the SPD wanted it that way. Rather, also because the Union had no answer to how a basic pension could be administered. If the prepared bill is properly coordinated by the coalition leaders, it will end up with a needs test based on what the Union is looking for.

However, in the group meeting, according to participants, there were also several voices calling for a sharper need assessment than the working group proposed.

These deputies demanded a review of both income and wealth, it said. The result of the coalition committee on Sunday will be discussed again in the next week in the Union faction. This should also play a role in the party committees on Monday. It was reported that CDU chief Annegret Kramp-Karrenbauer did not speak at the meeting.
