[Land Sharing] Land and Construction Advisory Committee: Supporting Program Objectives and Suggested Directions

The Land and Building Advisory Committee met today (20th) and discussed the details of the Land Sharing Pilot Scheme. The Government pointed out that the Committee supports the proposed overall direction of the Pilot Program. It is recommended to consult stakeholders to consider the views and then finalize the contents of the Pilot Scheme with a view to launching it in early 2020. At the same time, the Land and Building Advisory Committee has also noted the Shaw Foundation's proposal to develop a STEAM private secondary school in Clear Water Bay and expressed its support.

Land leveling must be completed within 4 to 6 years

The Government has pointed out that the Land and Building Advisory Committee has been prepared to announce the proposed requirements of the Pilot Scheme. Members welcome the Government's proposed measures to reduce the development process, including the completion of land formation for the construction of private and public housing within 4 to 6 years after receipt of the application. The objectives, etc., and each project must consult the independent advisory panel set up to review the application before seeking the consent of the Chief Executive and the Executive Council.

The government pointed out that members have listened to the details of the pilot program and supported the plan to make good use of market planning and construction forces in order to increase short- and medium-term housing supply. Members suggested that the Government should consider the opinions received after consulting stakeholders and should finalize the contents of the pilot scheme to be launched in early 2020.

Clear Water Bay will develop STEAM Private Secondary School

In addition, the Land and Building Advisory Committee has noted that the Shaw Foundation has developed a proposal for a School of Science, Technology, Engineering, Humanities and Mathematics (STEAM) at Clear Water Bay. The Committee expressed its support.

The school will be a non-profit-making private school with a focus on STEAM. The land is partly located in private land held by the Shaw Foundation, and part of it is located on government land. The project proponent will be responsible for funding the construction and operation of the school, and the school will open some facilities to the local community during the rest of the day, such as the stadium, auditorium and Exhibition space for science, technology, engineering and mathematics. The project proponent later applied to the Town Planning Board for rezoning of land use.
