[District Council Election 2019] Crisis Management Committee First Meeting Business Response Plan

The district board election was held on Sunday (24th). The chairman of the Electoral Affairs Commission, Feng Wei, hosted the first meeting of the Crisis Management Committee today (20th) to prepare for the unexpected situation on the same day.

At the meeting, Feng Wei pointed out that since the recent months of protests in Hong Kong society, violent incidents have occurred one after another, making the preparations for the elections face unprecedented challenges. The EAC, in conjunction with various government policy bureaux and departments, is closely monitoring the situation and actively preparing safety plans and contingency plans to prepare for various situations that may arise during the election.

The Constitutional Bureau, the Security Bureau, etc. assess the work of the day

At the meeting, the EAC heard the assessment of the current situation and the deployment of the polling day by the Constitutional and Mainland Affairs Bureau, the Security Bureau, the Police Force, the Fire Services Department and the Civil Aid Service. The Registration and Electoral Office, the Transport Department, the Home Affairs Department, the Information Services Department and the Department of Justice also briefed the election preparation or co-ordination.

Mr Fung said that the Crisis Management Committee would assist the EAC to closely monitor the conduct of the election on the polling day and deal with the impact of the elections due to riots, public violence or any public health or safety incident.

Mr Fung reiterated his sincere hope that the people of Hong Kong will strive to maintain a sound and orderly, fair and open good electoral culture. They also appeal to the public to maintain rationality and calmness. They should not let the violence undermine the elections so that all Hong Kong electors can be peaceful and safe. Vote in the environment.

The Crisis Management Committee is a contingency mechanism for large-scale public elections to advise the EAC on matters such as bad weather, public health or safety that may affect the conduct of elections. The Chairman of the Crisis Management Committee is chaired by the Chairman of the EAC. The members include members of the EAC, the Secretary for Constitutional and Mainland Affairs or their representatives, and representatives of other relevant policy bureaux or departments.
