[Fugitive Offenders Ordinance] Chen Yushi: Medical literature shows no cases of dioxin poisoning caused by tear gas

2019-11-20T07:43:56.936Z

Since the outbreak of anti-Fugitives Ordinance in Hong Kong in June, the police have fired thousands of tear gas bombs in Hong Kong in more than five months. Many members of the public have questioned whether the composition of the tear gas bombs is harmful to the human body and even whether it will release dioxin from the mountains and Egypt. The Secretary for Food and Health, Mr Stephen Chan, today (20th) replied to a question from the Legislative Council Members. The Hong Kong Poisoning Centre of the Department of Health and the Hospital Authority examined the medical literature and found that there were no studies showing that tear gas can cause dioxin poisoning. Cases, which refer to burning plastic, garbage, and throwing petrol bombs, will release dioxin. She also pointed out that the authorities found that if there was arson in the vicinity of the EPD's roadside air monitoring station, the level of particles monitored was twice as normal and would have an impact on the air.

Chen Yushi said that he is very concerned about the related issues of tear gas bombs. He has conducted internal research and has consulted experts. He pointed out that the Hong Kong Poisoning Counseling Center of the Department of Health and the Hospital Authority has reviewed the medical literature and found that there is no research showing that there are tear gas bombs leading to dioxins. Poisoning cases also emphasize that the tear gas bombs burn for a short time. The police are mostly distributed in open areas such as streets, and the gas will soon dissipate. Even if there is a mountain, it will quickly dissipate.

She pointed out that there are also trace amounts of dioxins in the air and the environment, and if someone burns objects, including trees, plastics, garbage, etc., they have the opportunity to release a large amount of dioxins, directly instructing the mighters to throw a petrol bomb, which will release Dioxins.

The public asked the government to disclose the composition of the tear gas. Chen Yu said that after reviewing the literature, the authorities learned about the general composition of the tear gas bombs. However, in order to avoid affecting the police's ability to operate, it is not convenient to disclose the details of the procurement of police equipment. She stressed that the authorities have been in contact with the police. The police said that the tear gas they purchased was not much different from other countries, and that the police procurement was prudent and guaranteed safety.

In addition, Chen Yushi said that the authorities had examined the impact of the tear gas on the air and found that it had no effect. She explained that tears are particles that will sink and have a limited range of spread. The EPA believes that there will be no significant impact on the air. The authorities have reviewed the data of roadside air monitoring stations that have been applying tear gas bombs since June this year. In contrast to other air monitoring stations without tear gas, and compared with the period before the tear gas was not delivered, it was found that there was no abnormality in the particle level. However, she added that the authorities found that if there was arson in the vicinity of the air monitoring station, the level of particles monitored was twice as normal. She said that the arson caused a lot of smoke and therefore had an impact on the air. She continued to point out that the authorities found that the number of water quality monitoring stations was not abnormal.

The Democratic Party's Mr Wong Pak-tung questioned that the Secretary for Health and Welfare should consider the public's health and the environment. Why not ask the Police for a safety data sheet for tear gas bombs to let the public know about the ingredients and how to deal with them. "You are the Secretary of the Security Bureau!" Is it safe to use the channel? Have you tested it? The US security data sheet says that the N95 mask is awkward (not enough protection)! Your guidance is wrong!" Chen Peiran of the medical profession said that even medical staff I don’t know how to deal with weapons such as tear gas. For example, the day before yesterday, tears flew into Queen Elizabeth Hospital. The medical staff did not know how to wash away the chemical components in the hospital. I asked Chen Yu why he sometimes said that he did not understand the tear gas composition, but at the same time he could say The composition of the tear gas is safe.

Chen Kaixin asked if the authorities would send experts to the affected areas such as schools to measure whether the concentration of toxins in the school is suitable for resumption of classes. Chen Yu said that he has issued the guidelines of the Department of Health to the Education Bureau, not only indicating the cleaning method, but also indicating that if it is not suitable. Symptoms that may occur may also indicate that if there is a problem with the cleaning of the school, please contact the FEHD. The spokesman for the DAB has asked whether the Administration will co-operate with the Home Affairs Department to clean the elderly, elderly homes and child care centres. Mr Chan said that in the future, the guidelines will be reviewed to see if there is any need for improvement. Information can be provided to the authorities if needed.

Liang Jichang of the accounting profession asked about dioxin and related monitoring issues. The Secretary for the Environment, Mr Wong Kam-sing, said that the world's largest source of dioxin originated from open-air burning. He also pointed out that the level of dioxin remains this month. During the sampling process, the laboratory has requested the laboratory to complete the testing process as soon as possible, but I believe that there will be results in a few weeks.
