Elections in Bolivia: by law or by decree?

The pacification in Bolivia is still pending. The Permanent Council of the Organization of American States, with the vote of a large majority, urgently called for elections. The interim president, Jeanine Áñez, presented a bill to Congress that proposes the appointment of new judges to the Supreme Electoral Tribunal in the next 15 days.
