The High Court ruled earlier that the "Forbidden Mask Method" was partially in violation of the Basic Law. The former permanent judge of the Court of Final Appeal, Lie Xianlun, said that he was surprised by the ruling.

Lie Xianlun believes that the "Emergency Law" regulations have existed for a long time, questioning why they will now be sentenced unconstitutional.
