(CNN Spanish) - In Bolivia there is a pulse between the interim government chaired by Jeanine Áñez and former president Evo Morales.

Morales intends to return to power through a triquiñuela without much sense.

The constitutional norm says that parliamentarians must approve the resignation of the president.

As this procedure has not been done and Morales had a majority in both houses, composed of 130 deputies and 36 senators, the former president allegedly issued the order not to accept his resignation.

However, Áñez, the interim president, has accused Morales and other officials before the Bolivian courts for serious violations of the electoral law and other crimes. Presumably, if Evo returns he would be jailed.

In my opinion, Evo Morales is already out of the game and for a long time he will not be able to return to Bolivia.

However, the best thing the new Bolivian government can do is follow the Human Rights Foundation's recommendation: use the least amount of force to maintain authority and call elections immediately.

When is it immediately? As soon as Sunday, January 12.

Who would compete?

Since it would not be a second round, because Evo Morales would not appear, it would be a first round, presumably between former president Carlos Mesa and Luis Fernando Camacho, the lawyer and businessman of Santa Cruz who was instrumental in the overthrow of Evo. Camacho has great popular support at the moment.

Morales was overthrown due to his alleged electoral fraud, as Luis Almagro, OAS Secretary General denounced.

It is very important that the earlier these elections are held, suggested by the Human Rights Foundation. This would serve to pacify Bolivia and turn this painful page. The longer those elections are delayed, the worse it will be for the country.
